Decision Framework Template for Product Managers

A RACI matrix assigns roles to specific tasks within a project. A decision framework assigns authority levels to categories of decisions across all projects. The RACI is project-scoped and temporary. The decision framework is team-scoped and persistent. Use both: the decision framework as your team's operating agreement, and a [RACI matrix](/templates/raci-matrix-template) for specific cross-functional projects.

Start with a company-wide framework that covers L3 and L4 decisions (the ones that cross team boundaries). Let each squad customize L1 and L2 decisions. A company-wide framework ensures consistency on big calls. Squad-level customization allows teams to move fast on small calls.

This is the most valuable failure mode the framework can surface. When it happens, it means the authority matrix has a gap. Resolve the immediate conflict by escalating one level. Then update the matrix to prevent the same conflict from recurring. This is exactly why you review the framework quarterly.

Two rules. First, L1 and L2 decisions should require zero process overhead. If a team member needs to fill out a form to prioritize a bug, the framework is broken. Second, measure decision speed. If L2 decisions are taking more than 3 days on average, something is wrong with the authority assignments or the input requirements. ---
