Common shadow IT in PM teams: personal Trello boards, individual Notion workspaces, unsanctioned Airtable bases, and manual spreadsheets for data that should live in a shared tool.

There is no universal answer, but a good rule of thumb is one primary tool per functional category. A healthy PM tool stack for a mid-size team (8-15 PMs) typically has 6-8 tools: project tracker, documentation wiki, analytics platform, feedback/roadmap tool, design tool, communication tool, and 1-2 specialty tools. If you are above 12, you likely have consolidation opportunities.

Three tactics: (1) Involve power users from each team in the evaluation. People support what they help create. (2) Run a pilot with volunteers before mandating the change. Early adopters become advocates. (3) Demonstrate the time savings with data. Track the hours spent on tool-switching before and after consolidation.

Do not consolidate when: the tools serve genuinely different functions (analytics vs. project tracking), when one team has specialized needs that the consolidated tool cannot serve, or when the migration cost exceeds 12 months of savings. Also, do not consolidate during a major product launch or company reorganization. Stability matters more than optimization during those periods. ---
